The public sector has to overcome significant hurdles to achieve full digitisation. Whether one looks at stringent policies and regulations, budget constraints, getting more value out of procurement, skills shortages or security – many elements conspire to stop public servants from doing more with digital tools.

There are numerous avenues through which public departments and organisations can establish the benefits of digitisation, including content services. Many still regard this type of solution in its traditional guise as document management or enterprise content management. But five years ago, Gartner declared that ECM was dead and replaced by the term ‘content services’.
