MTN South Africa is not just a telecommunication service provider, but a catalyst for digital transformation, empowering South Africa’s public sector through cutting-edge ICT solutions and the power of our best-in-class network. The RT15 transversal contract is a shining example of MTN’s commitment to modernising government operations, streamlining service delivery, and building a digitally inclusive future for all South Africans.

At the heart of this five-year strategic partnership lies a clear purpose: to digitise government, improve efficiency, and expand access to critical services using MTN’s superior network and pioneering technology solutions. From the onset, MTN adopted a forward thinking approach, deeply analysing the public sector’s needs and crafting tailored, high-performance solutions to deliver tangible outcomes in every department.

The RT15 contract is more than just a supply agreement. It’s a bold, transformative partnership that has enabled government to modernise operations, enhance connectivity, and drive cost-efficiency at scale.

MTN’s network innovations have unlocked unprecedented value for the public sector. Our extensive 4G coverage now reaches 97% of the South African population, while 5G availability has grown to over 45%, delivering next generation speed and reliability where it matters most, in communities, hospitals, classrooms, and municipalities. We have connected thousands of government employees and departments through robust, secure, and scalable ICT solutions. This enables real-time collaboration, improved access to public services, and the ability to work remotely, securely, and seamlessly, from major cities to the most remote corners of the country.

Connectivity is no longer a luxury; it is the foundation of digital government. MTN’s RT15 contribution has made it possible for the public sector to work smarter, respond faster, and serve better, all while ensuring transparency, security, and efficiency.

Digital fluency

The RT15 contract has empowered various arms of government to leap into the future. In healthcare, MTN’s intelligent network solutions support latency-sensitive applications that power digital patient records, reduce waiting times, and ensure real-time coordination of ambulance services. These innovations are saving lives and reshaping how healthcare is delivered. In education, MTN is enabling early digital literacy through a national learner management platform that empowers learners across seven provinces.

The platform not only supplements classroom learning with a virtual tutor experience, but also provides devices to underprivileged learners ensuring that no child is left behind in the digital era. Our aim is to foster digital fluency and grow South Africa’s talent pipeline in STEM fields. Through this partnership, we’re helping build the future workforce of one learner, one device, and one digital experience at a time.

In the realm of public safety, MTN is pioneering smart policing technologies. Over 2 000 police vehicles have been equipped with dashcams, providing real-time evidence capture, improving case management, and boosting transparency. Advanced in-vehicle tech now ensures only on-duty officers can access vehicles, helping reduce misuse and optimise resource allocation.

We are spearheading smart city innovation. Municipalities are benefitting from intelligent street lighting systems that adapt to natural light levels, enhancing energy efficiency while boosting safety. These systems are load-shedding-resilient and are being explored for integration into traffic light systems.

Another milestone is the rollout of smart electricity meters, which enable citizens to monitor, manage, and pay for their consumption digitally. This not only puts control back into the hands of the consumer, but also helps municipalities better plan for service delivery, manage infrastructure strain, and reduce waste.

One of the standout benefits of MTN’s involvement in the RT15 transversal is the strategic cost savings it has enabled for government entities. Through consolidated billing, dynamic pricing models, and centralised service management, MTN has helped the public sector optimise spend while ensuring high service quality. This means fewer inefficiencies, reduced duplication, and more funds available for service delivery.

Beyond cost savings, the partnership has driven intelligence-led decision making, allowing departments to close systemic gaps, prevent resource abuse, and plan future initiatives with confidence. This level of visibility and control has redefined how government delivers services quickly, equitably, and reliably.

We are deeply proud to be the ICT partner of choice for the South African government. The RT15 transversal contract exemplifies how public-private partnerships can accelerate progress, digitise services, and improve the lives of millions.

As the RT15 contract enters its final year, MTN remains steadfast in its mission: to lead digital transformation for a bold, modern, and inclusive South Africa. Together with our public sector partners, we are shaping a smarter nation powered by innovation, driven by purpose, and connected by the best network.
