  Currently, the single biggest problem facing the advancement of effective e-government in this country is a lack of ICT and related skills across all levels of government. The second biggest problem is that of skilled and talented people working within government jumping ship for the seemingly calmer (not to mention more lucrative) waters of the private sector.
