Damning reports on the cost of telecommunications were presented at a recent DOC Colloquium. Self-provision and local loop unbundling to promote effective competition emerged as popular remedies, and surprisingly, the DOC seemed to be receptive.

When the Department of Communications (DOC) convened a two-day colloquium with three days` notice, 350 or more people turned up.
The minister, Ivy Matsepe-Casaburri, didn`t return the favour, however.
