A new model for community TV
Licensed exclusivity as a means of developing community radio and TV stations is folly.

The government’s noble aim is this: develop community radio and television stations to provide services, information and education to the under-served masses. Its method is to select likely candidates, and offer them exclusive licences for such services.
The reality is that this hasn’t really worked very well. While those with licences have no motive to improve, because there is no legal competition, those without licences are sitting on good ideas with no way to realise them.
