THE KEYS TO A COMPETITIVE TELECOMS MARKET

  Jeff Fletcher Product development specialist: Internet Solutions With the Electronic Communications Act (ECA) about to be enacted, it has been stated that the number of allocated licences – with special dispensation – will include some or none of the value added network service (VANS ) providers and means that selected VANS will possibly soon have the ability to self provide or get access to spectrum, which in turn will improve competition in the telecommunications space.

While the fact that part of the clause states ‘or none’ is a little worrying to VANS providers, I believe that there is an urgent need for more competitors in this space than currently exist, and that issuing these licences will help to reduce prices and help with the introduction of new services. A large part of ICASA ’s mandate is the facilitation of universal telecoms access in South Africa, and one way of achieving this is by allowing more competition, either through the issuing of new licences or by allocating spectrum to existing VANS providers in order to facilitate a more competitive environment.
