Government`s balanced scorecard may not be an issue for those who only service the private sector, but considering that government accounts for up to 80 percent of ICT spend by some accounts, business had better take note.

Responding to popular clamour back then that multinationals were imperialist and too pale and male, a government headed by the socialist Janata Party legislated that all multinationals had to sell at least 60 percent of their Indian operations to local investors. Coca Cola and IBM, among others, bluntly refused.
