Not much, if anything, was said about ICT in President Jacob Zuma’s State of the Nation address. That is hardly surprising if one considers that the Department of Communications, which is responsible for implementing policy here, is in such disarray.

Criticism of President’s Zuma speech has surrounded the lack of detail. But, as we all know, the devil lies in the detail and looking at the issues that have embroiled the DOC, one is likely to stand on his tail.
