How hard can it be to implement basic IT systems in government? Very hard, and very, very expensive, it seems.

According to a report in the Saturday Star, it took ten years and R148 million to implement a new electronic case docket system in 79 of the country’s more than 1 000 police stations, and only 32 of them are able to transfer dockets to the courts’ systems.
The rest could take another 20 years, because of huge stumbling blocks that ordinary private-sector people could never comprehend, nor solve, such as connecting several sites to the internet.
