Government is a big, diverse industry all of its own. The Presidency and Cabinet are like microcosms of a far more complex infrastructure with the kind of functions, targets and performance indicators that would make the average business CIO’s hair curl. In a large and diverse country such as South Africa, drivers for change, priorities and requirements can vary wildly from region to region; when it comes to similarities, these exist on a large scale. For all their use of similar tools and methodologies, government IT organisations the world over differ significantly from their private sector counterparts, not least in their mandate to deliver to the most important stakeholders in any country: its citizens. Whether you’re in Iceland or Limpopo, the issues facing government CIOs and those charged with service delivery are, in many cases, shared.
