Amending the amendments

Sending the Icasa Amendment Bill back to Parliament was a good thing – on the face of it.

But by holding up the Electronic Communications Act, a favourite sport is again being played: legislative delays that prevent lower telecoms pricing.

Now that President Thabo Mbeki has signed into law the Electronic Communications Act (EC Act), the ICT sector is waiting expectantly to discover when it will become truly effective.

They may have to wait longer than anticipated, because of delays in the passing of the Icasa Amendment Bill, which is inextricably linked to the EC Act.
