Whereas government has long been content with legacy applications, the old enterprise architecture is under pressure from several angles:

A universal desire among public service entities to expose their inner workings to citizens has led to an interest in e-business applications.

The inefficiency of paper has led many to consider the business process improvements of electronic document management systems.
