Why should tax-compliant citizens have to repeatedly provide a detailed picture of their movements, money and possessions?

I can see the appeal of making the customs process more digital. If we can check in for and board a flight just using our phones, why should declaring goods feel like a paper-era process?
SARS took a step in that direction with its new South African Traveller Management System (SATMS), which came into effect on July 1, for anyone entering or leaving South Africa. The SATMS requires travellers to indicate whether they have goods, currency or bearer-negotiable instruments that need to be declared, and, “if prompted by the system, provide further details about those items".
