When Public Enterprises Minister Alec Erwin announced the inception of Infraco, a section-two utility company he claimed was a commercial enterprise with the strategic intent of rapidly reducing the cost of broadband in South Africa from 2007, many industry eyebrows were raised.
This was partly due to the fact that the plan was for Infraco to utilise Eskom's long-distance network, originally designated for the second national operator Neotel, and partly because it appeared to be a case of the Department of Public Enterprises (DPE) stepping on the toes of the Department of Communications (DOC).
