White House clears way for private cyber firms to hack foreign actors, and Amazon breaks ground on a massive new off-grid AI datacentre.

The White House said on August 14 that it would be permitting private companies to hack foreign criminal organisations. President Donald Trump said the programme would be overseen by co-directors from the Departments of Homeland Security and Justice, who would vet the participating companies. The companies will need to be technically proficient, and proven record of cyber operations, as well as have the appropriate facility security and personnel vetting.
What will not be allowed is any actions resulting in “Critical Outcomes”, which means resulting in the loss of life or serious injury, or a “rise to the level of use of force or armed attack under international law”.
