Government needs a ringmaster

Watching the government circus, I couldn't help but think back to an administrative law topic we were given at university. It was entitled, 'Humpty Dumpty said words are at the mercy of their interpreters'.
This is so apposite to the selective, dogmatic, expedient and deliberately administrative interpretation and execution of policies by certain officials of government.
