Unsuccessful pay-TV licence bidder BEC has accused regulator Icasa of not playing fair.

Sounds like sour grapes.

Multimedia production house Black Earth Communications (BEC), which lost its bid to attain a pay television broadcast licence last year, is accusing the Independent Communications Authority of South Africa (Icasa) of not playing fair.

BEC's attorney Brendan Hughes says his client has every right to enter into the broadcasting arena if it so chooses.
